The Scarborough Chapter was formed in 1985 with a group of Black women inspired to establish a chapter for the purpose of addressing the challenges that were becoming evident to the community.
The focus of the chapter is to educate and empower Black Women and their families.
Membership is open to Black women 16 years of age and over, who accepts the mission, vision and objectives of the Congress.
Associate membership is available to any organization or individual who believes in the mission, vision and objectives of the organization.
