The Scarborough Chapter was formed in 1985 with a group of Black women inspired to establish a chapter for the purpose of addressing the challenges that were becoming evident to the community.

The focus of the chapter is to educate and empower Black Women and their families.

• Membership is open to Black women 16 years of age and over, who accepts the mission, vision and objectives of the Congress.

• Associate membership is available to any organization or individual who believes in the mission, vision and objectives of the organization.
